REPUTATION RATING ?

Hi guys this is probably a really dumb ass question but got to ask it cos its driving me fooking nutz

 

In my profile on top left hand side there is REPUTATION : 0 NEUTRAL

 

 

What does this mean ???? who decides what rating there is whether 0 or 4 ??? how does it change ???? is 0 a better rating than 5 ???? why the fook am i neutral ?? why not positive or negative ???? what the fook is all this about its driving me nutz .

 

ooohhh and another thing when i got this rant on , what is the meaning of USER RATING ****** at the top right of the page with another star rating ??? please explain the above to this welsh simpleton , many thanks for listening to my rant
