I never was in Pattaya or Loy Kratong, if you really want see something from this then you have to go up north...

My prefered palce is Sukhothai, where they start in the afternoon with a parade with different groups from different regions of Thailand, with their traditional dresses.

But also Chiang Mai is very nice for Loy Kratong. You can't comapre this with Pattaya. But also depends how much you want to see. By myself i also like Songkran in North more than in Pattaya. But inthis many think completly different... So at the end it is up to you...

 

But my Guess about Pattaya and Koh Chang is, that pattaya should have more.
