Simple Question

When you are departing los at the new Suvarnabhumi airport are the check in desks behind baggage security checks (passengers with tickets only) or can anyone walk up to the desk (as in Heathrow for example).

 

I tried explaining the my reason for this in another thread but never got the answer.
