Is it still better to bye at the airport or at Pattaya

While at the airport you will have your passport in your pocket and at least 5-10 minutes to kill before your bag gets unloaded, so I don’t see why you wouldn’t do it at the airport. There are many AIS booths, you won’t have to queue up. 

If you do it in Pattaya you’re without service for 90 minutes in the car, you have to take your passport to Central, you have to take a number and sit waiting for ten minutes before they get to you, and in my experience the service and the English isn’t as good or prompt as the airport booths either.

Don't matter. What suits you best.
It's easier to get a sim and add on packets your self in town but all of them will try to sell you a tourist sim that is overpowered for most users.
