If a Police Officer did not stop and turn on hazard lights to stop other vehicles from his hitting the fallen motorcyclist, in any other country, they will be charged for dereliction of duty. Rain or no rain. That's their job. They also supposed to have their rain coats in their Patrol car. It is kept in a box with other essential stuff that they have to book out and place in their boot at the start of each patrol shift. 

I am sure he was not hired to watch the sun set and sun rise. And log it in his Police diary. 

So he had his driver stop the car and turn on some lights? This is setting the bar for pretty low for an act of ‘bravery’. 😀
