I don't think it's very useful for anything. There's like 99% probability tickets will get cancelled with how widely it's spreading, but even if it doesn't happen first leg is unpractical to fly, and if you don't there's also very high chance rest of the ticket will get automatically voided.

Long story short, it looks like SF simply decided to sacrifice this fuel dump to advertise others they sell for profit.
