Market value vs Assessed Value

I’m trying to get an idea of the market price for some properties (not land) in the Sukhothai region based on the “Assessed Value” https://www.siam-legal.com/realestate/The-price-is-not-right.php

• These government land appraisals are normally one-tenth or less than the actual price you are paying to the seller. In other words, it doesn't reflect the true market value of the property.

 

Does anyone know outside of the main metropolitan areas to what degree the Assessed Value is lower than the market value or can point me in the direction of a real estate agent who could either give some advice themselves or link me up with someone based close to Sukhothai who could give some initial advice?

I realise it’s going to depend on a lot of factors but at the moment I’m just looking for a ballpark figure 1.5-2x,  2-3x, 4x etc and I can provide more details when I’ve found someone who has knowledge in this area.
