For your last sentence, the answer is NO.

For your first question...there are a lot of hoops to go through before the transfer is made at the Land Office. Some are:  Tax to be paid upon transfer, proof of your transfer of purchase funds into Thailand, any liens or mortgages (as someone else mentioned above) and is the Condo % still available for foreign ownership.

So at this point seems clear it was all setted up by the agent.

I refused to pay the extra fee, apparently the seller agreed to pay it in full and we still doing the transfer.

If anyone interested in knowing anything more I'll be happy to answer.
