It’s embarrassing and almost certainly illegal.

I see no problem with this. If you are a criminal or drunk asshole in a forgein country you deserve to get the boot temporarily or permenant.

I would assume the legal proceedings would be the legal infraction itself; the outcome would fall into a certain category of immigration action - none/yellow card/red card. Why would the IO need a separate legal proceeding?
