I read there are no prostitutes in Pattaya.

The bigger observation is why the targeting of ladyboys?  Is it because ladyboys have a higher probability of being perpetrators of ripping off tourists?

In America, we would call this profiling and saying it is illegal and have marches against this.

In Thailand, it's just common sense.
