Authorities say he'd been on overstay since November; He will could have been in many places. I'm betting nobody would admit to him visiting their establishment and I'd bet nobody is lined up to rent the condo he was staying at either.

I'm confused.. if he was overstay since last year, he must have been in Thailand since then, and thus must have contracted it from someone in Thailand... so how is he the first case?

First official, as in lab confirmed. Yes. he got it from someone else that is in Thailand if he has been here since November.
