A good illustration of how fucked up the dog situation is here. I mean thanks to charities, but they really shouldn't be necessary.

You are correct.

I contacted couple of the organizations to inform them I would be willing donate a significant amount and even to spearhead a fund raiser for a "spade and neutering campaign.

I never heard back.
