Sounds more like some entity possibly offering 'silly money' to Tesco for their local ops. Given the exchange gain that would also be factored into any sale offer, Tesco directors would be extremely negligent at not doing exactly what they are proposing to do. That is, evaluate all their options. 

I am sure they are quite able to walk and chew gum at the same time so their expansion plans will also be factored in  to the current review.
