IMO the cheesecake at Opus Café, Naklua Rd, Soi Roi Lang (27) is quite good. Not too sweet.

Pastry addiction at the Meramere hotel on Beach Road does some lovely scones with cream and jam.

These are two desserts that are on my list when I'm in pattaya next week. Both of them are available at TERMINAL 21.

Salim is probably my favourite. Its glass noodles with sweet coconut milk (gati) and some shredded ice, or small icecubes. There are Jelly versions from this too if you dont like some kind of soup as a desert haha. 

Can buy from 7 but it tastes acceptable at best. There was a static stand at buakhao market where I bought it alot, truely wonderful tasting, I love it.
