Don't know for sure who's best,  but I had an excellent cod and chips at Witherspoons on soi Buakhao last year.  They even had mushy peas.

IME The Sportsman on Soi 13.

You can choose garden peas or mushy peas.

Just eat yesterday fish and chips at Retox in soi Honey. Always on Friday for 199 Baht with Cod fish. I like it there.

The restaurant\bar is open now again, but just a small part on the soi Honey. The backside still closed.

Best I commented on the other thread would be Robin Hood for Cod or Nicky's for Haddock.  Cheapest but not tried must be Cheap Charlies as I walked past on Friday and the board outside said 129 Baht and it was Cod.
