Sceptic tank issue

Hello

I am having some problems about my sceptic tank in the country side.

As shown on the photo...the elevation between the toilet and the gutter is around 1cm.....

And further more the ground is full of water so the water goes inside the the concrete septic tank.

Any advise on how to fix it?

I was thinking about replacing the concrete sceptic tank by a plastic one and elevating the toilet by 20cm...

But i dont know if it will work
