Pattaya Discovery Beach Hotel - Anyone stayed in here before?

Thinking of booking this hotel for my 15 days trip and has some questions for fellow BMs who had stayed in this hotel.

1) Is it a better choice to take rooms at the chic tower or the seaview building?

2) Is the joiner-fee being enforced? I read that there's a 1k joiner fee even for the first guest but i've read 1-2 posts where BM says the joiner fee is there officially but not actually being enforced? 

I don't want to risk it but then again this hotel is the ideal hotel for me in terms of the amenities.
