Air ticket before visa?

A thai girl is applying for a visa to visit a foreign country. But they ask to see air tickets during the application process. Because of being unsuccessful previously, is hesitant to buy the tickets before visa is approved. Doesn't want to be stuck with the flight if no visa.

 

Anyone encounter this? Have advice?
