  60 days starts when you enter Thailand....  The Visa will have an expiration date.  That is the date you MUST enter Thailand by. after that date, the visa is invalid...  So if the visa expires January 31, and you enter January 30, your 60 days starts from January 30.

Yes, and have to go within 3 months of issue date.

Dont forget that the day you arrive is counted as day 1, even if you arrived at 11pm. It is NOT 60 nights.
