It's my understanding when they bust only one like this then it's because they're pissed with the owner, he/she has trod on a big toe and must be taught a lesson.

Same in Chiangmai. It's live and let live and then one fine day ( night) one particular establishment gets busted whilst its neighboring competitors are left alone. All it takes is one late brown envelope .
