The jomtien immigration office will let you renew up to 30 days prior to expiration

3 years ago I renewed my annual retirement extension 6 weeks early because I was leaving Thailand for work and wouldn't be back in time to do it nearer the expiration date.

 

I've seen 30 days mentioned and that's probably the "official" answer but if you needed to do it even earlier it wouldn't hurt to just show up and try. All they can do is say no.

 

Note - This is specific to the Pattaya/Jomtien office
