How serious are the Thais about English adoption?

In many countries, English is heavily promoted as the second language to learn, because it's a common language of business.

 

I understand that Thailand has fairly low English fluency, and I'm asking about the trend as well as the current attitude towards English adoption. Is English just seen as a tourist language meant for tourist areas, or are they trying to promote it more aggressively in schools?
