PATTAYA – January 26, 2014 [PDN]; at 12.15 a.m. Mr. Roman Ya Klynyev, aged 27, Russian nationality, together with his Russian friends a Mr. Jengiz Dinaev, aged 23,a Mr. Tsatsaev Viskhan, aged 25,a Mr. Gadli Muslimov, aged 22 a Mr. Abdul Abdiulga Limov, aged 24, notified Pol. Lt. Phithak Nernsaeng (Investigation police on duty of Pattaya city police station, Chonburi province) that they had been threatened by the jet ski owner and 2 men who were dressed similar to the police to steal money for them for so called damage of their jet skis of 113,000 THB which they had rented at Pattaya beach at 4.00 p.m. on January 25, 2014. After they returned the jet skis the Jet Ski owner informed them that all 5 jet skis that they rent had traces of collision. After they negotiated for the indemnity then the jet ski owner took photographs of the 5 damaged jet skis then 2 men who dressed similar to police appeared and threatened them and forced them to pay the indemnity for 5 jet skis otherwise they will be arrested. They were afraid and decided to pay indemnity totalling 113,000 THB then the Jet Ski owner tore off all photographs so they kept them for evidence.

From investigating the 5 Russian tourists, the police perceived that Mr. Roman Ya Klynyev paid indemnity of 24,000 THB, Mr. Jengiz Dinaev paid 6,000 THB, Mr. Tsatsaev Viskhan paid 35,000 THB, Mr. Gadli Muslimov paid 8,000 THB and Mr. Abdul Abdiulga Limov paid 40,000 THB which Ms. Kay (not revealed her name and surname) told the police that she made appointment with these 5 Russian tourists to have dinner together but when she called them they told her that they didn’t have any money and they told her what had happened so Ms. Kay thought that it might be extortion therefore she took all of the Russian victims to notify the police.

Upon investigating in detail the police knew that the 2 men who dressed similar to the police were the municipal officers of Pattaya city. Initially, the police will call the Jet Ski owner and the 2 municipal officers to be investigated about the fact again. However, the police will give fairness to both of the 2 litigants but if the officers found that the traces of damage of 5 jet skies were not reasonable with the indemnity that the jet ski owner and 2 municipal officers sought for was too greedy from the tourists then they will be prosecuted according to the Thai law as it ruined the image of Pattaya.

We all know now this is a daily occurance, I saw the Russians on the beach looking gutted. I know the script. If it was me I'd insist on going down the police station. The problem is you don't know which of the police are in on it. On another forum a tourist police rep was still claiming most jet ski issues are legit. Clearly they are not, no doubt at all and I mean no doubt at all

I think I saw this unfolding on Beach Road, there was definitely damage  to the Jetskis but i am sure it was there when they rented them and did not do a proper inspection.  Some trim was hanging off which could easily be made to look good and then break again as soon as the next wave hits it.

These guys are scum but I still cannot understand how anyone doing basic research on an upcoming trip to Pattaya does not know about this.  I knew about it years ago, long before I ever considered coming here.

The hotel I stay at even has posters up telling their guests not to rent Jet Skies because of the scam.

What i still can't get my head around is that every official in Pattaya knows about the scam but let it

continue while they're all so worried about ruining the image of Pattaya as a tourist destination .

The only conclusion can be a lot of these so called 'officials' are involved ...
