No, there isn't.

 

I think there used to be one, and were talks of it starting again, but nothing yet.

From the photos I saw of it, the term ferry was a generous term, more like small boat. Never going to be economic and with Thai marine safety in mind, even going by road would be a safer bet.

Fraid you'll have to take a bus to BKK Southern Bus Terminal & then get a connection to Hua Hin. Unless you want to splash out on a taxi.
