Foreigner Kills Russian Tourist

A drunken foreigner drove a car a high speed, colliding almost 20- vehicles and badly injuring 14-victims. A female Russian tourist died immediately, when he collided with the back of a minibus carrying 6-Russian passengers, so the police detained the reckless driver for prosecution.

PATTAYA – November 8, 2013 [PDN]; Police Lt. Col. Anuchet Kartsomboon, (an Investigation officer at Pattaya Police Station, in the Dongtarn sub-branch at Jomtien Beach), was notified that there was an accident of a car colliding with many vehicles. A drunken driver hit aminibus and other people’s vehicles, so many of them got damaged, plus one person had died and many got severely injured. This incident occurred in front of Somprasong Plaza, on Jomtien Beach Road, south of Pattaya’s city centre in Chonburi Province. He rushed to inspect the nearby scene together with a police team and the rescuers of Sawang Boriboon Pattaya rescue foundation.

At the incident the officers found a black Mitsubishi Pajero, black color, (license number 1 KOR THOR-4358 Bangkok), with a foreign man as the driver, who was dizzy and appeared to be drunk. The Mitsubishi 4WD car collided at the back of a blue minibus, (license number 10-5843 Chonburi), which was driven by Mr. Charoenchai Phankong, (aged 56), of 12/1 Moo 1 in Tambon Nong Preu, Pattaya). There were 5-tourists on board, who had got severely injured and one female Russian tourist passenger had died immediately; – (the police still don’t know her exact name). Moreover, there were more than 10 other cars and motorbikes of other people that were driving or parked beside the road, that had been hit violently and got severely damaged. There were an additional nine males and females injured, so the rescuers assisted the victims with preliminary first aid, then sent all of them to the hospital.

From investigating Mr. Charoenchai Phankong (the minibus driver), he said that he was driving the minibus to take 6-Russian tourists to a hotel, but when he arrived at the incident point, he heard the noise of cars colliding behind his minibus. Suddenly there was a car belonging to the foreign man that hit the back of his minibus very violently, causing the tourists that were sitting in the minibus to get injured and one died instantly. After initial investigation then the police took photos at the accident point for evidence and they assumed that the cause of this accident was from the foreign driver being heavily drunk then made so much trouble.

After the police questioned the witnesses who saw the incident, they knew that the foreigner driving of the Mitsubishi Pajero car at high speed had lost control and collided with the cars and motorbikes that were parked on the side of the road. Furthermore, he then collided with the back of the minibus, so the police have detained this reckless foreign driver for detailed investigation and will prosecute him according to the laws of our Kingdom of Thailand Foreign visitors should be aware that the laws of their own country do not apply here, so they may get a surprise to find that they are subjected to different regulations and penalties.
