When I stayed at the Pattaya Bay Resort at the end of November, you could reserve online without a credit card guarantee. They had rooms for about 1,000B/night, but that might have gone up a bit because of high season. The location isn't the best, but there's a free tuk-tuk service and the standard of the hotel and rooms is very good for the money. Here's the Web site: Pattaya Bay Resort .
