the ๚ symbol is used in Thai to mark the ending of a chapter in a book.

 

Maybe she used it at the end of a letter or something?

On the nail. for example

 

มหาวิทยาลัยจุฬาลงกรณ์ = Chulalongkorn University

 

มหาวิทยาลัยจุฬาฯ = Chula University

 

New to me about the "repeats" meaning etc but I guess would make sense.

I think people are getting their symbols mixed up a bit :D

 

ๆ     - repetition symbol: มากๆ = maak maak

ฯ     - abbreviation symbol: กรุงเทพฯ = Grungtep (mahanakorn blablabla)

ฯลฯ - symbol for "etcetera": อุบลฯ อุดรฯ ฯลฯ = Ubon(ratchatani), Udon(tani), etc.

๚     - symbol to mark the end of a chapter or a long paragraph (which is pretty rare I think, haven't seen it used before, unlike the others)
