- and how do I get back to "normal viewing ?

 

Also - how come I cannot start a new topic in the "Important information regarding forum use, assistance & priviledges" sections (both members and public) ?

when viewing a thread. Click on Options (on the right) Under "display modes" click standard!

The forums you are trying to post in are only available to have new topics started in them by Admin/Mods. This has been done to prevent a whole lot of crap being posted in them. If a post in another section is felt to belong in those sections then we will move it there.
