BANGKOK, April 16 – Admitting to a lack of integration among Thailand’s water management agencies responding to the threat of possible future floods, Prime Minister Yingluck Shinawatra today urged the bodies to cooperate more to fend off disaster.

It was pretty clear the individual political and ministry fiefdoms

were protecting their turf rather than the people on the ground last fall.
